The stork's background has rays of sunlight...in most tarot decks those are commonly found on The Sun, symbolizing a new beginning. In the Rider-Waite deck The Sun also has a baby/toddler riding a horse.
The woman is in an active pose holding a blade. Usually only the Page of a minor arcana suit is shown as active and energetic, but with Swords all the face cards are typically active so she might be the Queen of Swords. Swords as a suit indicate conflict and opposition, not just fighting.
A basic 3-card spread usually has the far left first as what has gone before and/or the resources the subject has. The far right is second indicating what is yet to come, and the middle as third for what occurs as the subject progresses towards the outcome.
A surface reading can match up pretty well with your suggestion, but a deeper interpretation might reflect the MC's larger story of revitalizing the game's region (including population!) as he grows in importance. The woman may represent Cath in the short term, the recurring instances of women who are difficult to manage (there are a number of those), a conflict with Qetesh/Naamah/whatever hatches from ED's egg, etc.
FYI the cards have writing on the borders. The top border says, "The whole is greater than the sum of the parts." Can't make out what the other sides say.
